XF 2.1 Spam link missing

The spam link is missing from the bottom of posts and from the tools menu in user profile windows. How can I restore these links?

You'll need to make yourself a moderator to get access to certain things on the front side of your forum.

It will only show for users who meet the "Spam cleaner criteria" in Options.

I don't see "Spam cleaner criteria" in Options, only "Spam management". Looking in Spam Management I have checked all of the "Spam cleaner default options". I'm still unclear why some users would meet these criteria and some would not.

Have you set yourself as a moderator? So are you saying you see the spam button sometimes but not all the time? If so then yeah it's the spam criteria options. For the members you don't see the spam, are they new or been a member for awhile?

It's in that option group and literally above the Spam cleaner defaults:
