This kind of thing really ticks me off. If he wants to start his own promo forum, that's fine. But it's quite obvious that he has copied every aspect of your site. Have you checked to ensure that he is using a legal version of XenForo? There's a good chance that he's running a nulled script. If that turns out to be true then you could go after him from that angle.
