We had a problem with all users being registered with the same IP address of the server. After that was solved and even using a clean installation, the minimum age toggle box would not disable (always showed) and when it did, the age that i entered did not change and stayed at the original setting of 13. This was an issue with a clean install of 2.3.6 as well as 2.3.4.
Note also that with XF's spam tools, it can have some unexpected consequences even if you toggle email confirmation as you will not know that XF will not allow for email confirmation because it checks against IP address lists of banned users and will require manual admin confirmation as a pre-registration activity - so it does function properly but you'll be confused why toggling may not work as you'd expect.
