There's no method to limit emails being sent over a period of time.
This error is simply a limitation imposed by your SMTP server. I would have to recommend either choosing a different SMTP service, getting your limits adjusted, or using the local email sending options.

That was only for ACP sent emails though and isn't really a solution for the problem you are encountering.
