XF 1.1 Slow and Errors

Hi I am running Xenforo 1.1.5 - hosted on Rackspace Cloud.

I have a few add-ons, around 8.
Around 5 different themes
I also have around 6 language packs installed.

I am using the TMS, and now whenever i try save something i get an error. If i try to delete a tms setting i get an error.. I can not make any template changes unless I turn off TMS. I tried uninstalling other modifications, and I get an error too whilst the site is rebuilding cache. The errors vary, but this is what i got last time:

Zend_Db_Statement_Mysqli_Exception: Mysqli statement execute error : Duplicate entry '21-form_date_picker.css' for key 'style_id_title' - library/Zend/Db/Statement/Mysqli.php:214

I get time outs, so i spoke to my server company, however they said there is nothing wrong from their side. So I have no idea what I should do.

That's going to be indicative of where the problem likely is...
