Show a notice on error page.

I would like to show a notice if this error is showing (as I understand this error shows on a new page). How I would go about that?

I plan on showing up different notices depending on what node the error is triggered in.

That error is thrown, I believe, directly from XenForo code and not from a template.

As such, editing the error message(s) would require an add-on, unless I'm mistaken.

Create one and as Page Criteria you need to set:
Controllername and Action is

XenForo_ControllerPublic_Error::noPermission
