Until an add-on utilizes it, yes. Cezz is working on XenTweet.
a request is if you can allow webmaster add their own shorterning service
example i got my own site who shorten the url

maybe have feature to automatically convert all links posted on xenforo boards. If theres settings if the domain is 60 character it will automatically use the url shortener otherwise it will have the original link posted on the board

See http://xenforo.com/community/threads/shorten-url-services.7015/#post-99977. Numbers 2-4 should have some importance, as it is a quick and dirty guide on writing new methods. The system will detect any file in /Shorten/URL/. The other request is a bit beyond the scope of this function, and would be a separate add-on that would implement this. But, I don't see the need? Being posted on the forums, the character count isn't much of a deal.

I'm slowly trying to move it away from XenForo for now (Most likely not Zend yet) as an open source project on git. With specifics for XenForo and other software projects.
