XF 1.2 setting a moderator of a specific forum

Okay, I know this should be easy but I'm struggling. I've read around, including this but still no luck. I'm trying to a particular user limited moderator permissions for a forum and it's sub-forums. I've added them as a moderator of that forum in the node list, explicitly given them mod permissions to that forum, and still they can't copy/delete/move/stick threads. To the best of my understanding they should be able to. Am I missing something obvious? Sorry for the dumb question guys. :/

Use the permission analysis tools. You likely have a "Never" set somewhere. See: http://xenforo.com/community/resources/implementing-permissions-across-multiple-user-groups.358/
