XF 2.2 Set up a Message to all thread starters

is there a way to set up a message that appears every time a member tries to start a new thread.
Similair to this screen dump from a forum that I am a member of

It would be a very good way to remind our members of the requirments when posting a new thread in a certain categroy

Use the built in Notices function, an ad position, edit the phrase, template, etc.

There are multiple ways of achieving it.

That’s correct. Use a notice and under page criteria, select the node and then further down, for content template put:

forum_post_thread
