XF 1.5 Secondary user group has no effect

Bit of confused about how "Secondary Group" permissions work.

I've added the user to secondary user group "Banned User", he's already in "Registered User" group.

I want to stop him posting any content, but even though he is in "Banned User" group, and that group has no such permissions, he still can add it.

So, it seems that "Primary" group overrides secondary group permissions?

Note:
I don't want to "Ban" that user, I just want to understand how the permissions work.

Permissions are cumulative.

If the Registered User group allows posting, adding someone to another user group which has that permission set to "Not set (No)" will not prevent them from posting. In this case you would want to set that permission to "Never".
