If you have a single undismissed scrolling notice that is configured to hide on your current screen width (all "hide under X" settings seem to apply) then the scroller appears to instantiate, only to then realize that it has no content a moment later. This causes the page to start "pushed down" slightly with any styling from the scrolling banner box momentarily appearing as a line, then things "pop up" as the scroller vanishes.
Depending on your device and the configuration of the notice, it may be impossible to get the notice to dismiss (assuming that it's dismissible at all), meaning that every page load causes this "jumping" effect as the scroller renders and then vanishes.
