You have many items in Resource Manager without resources.
You have category A with subcategories B, C, D, E and F.
Because Resource Manager shows all items from the subcategories in category A, you want to move and organize these items.
Case 1: At least one item is not already in category B
Everything works. You can move the items to B and change the prefixes.
Case 2: All 20 items are already in category B
Resource Manager does not allow the action because it says the items are already in this category.
The message itself is correct, but the problem is that I also wanted to change the prefixes.
Now I have to start again: uncheck the items, select them again, open the menu and use "Change prefix" instead.
In real use, this is very annoying. There is no reason to block the complete action just because all selected items are already in the target category.
I have to check the small category information for every item to make sure that at least one selected item is not already in category B. Otherwise the complete action is blocked.
If this is not clear, please try it with several items. The problem becomes obvious very quickly.
b) All items are already in B, but at least one prefix needs to be changed → Change the prefixes.
c) At least one item is not in B and/or at least one prefix needs to be changed → Perform all necessary changes.
The restriction that blocks the complete action when all items are already in the target category should be removed.

Suggested behavior
a) All items are already in B and no prefix needs to be changed → Do nothing and show: "Nothing to do. All items are already in the selected category."b) All items are already in B, but at least one prefix needs to be changed → Change the prefixes.
c) At least one item is not in B and/or at least one prefix needs to be changed → Perform all necessary changes.
