I have set the permissions for registered Users so they can not delete their own Resources, but for some reason they still can delete them. Is there any hidden setting?

Is there no other other usergroup with a yes? I would do an anlayze permissions on a user to see why they can still delete. Setting to never may work, but beware because that can't be overwritten

The User Group "Administrative" has a yes. No other group has a yes, they all have a no. But the Users that can delete them are not part of the group "Administrative".

Have you tried disabling all addons temporary to make sure they aren't coming into play here?

Disabling doesn’t lose any content or settings

Deactivating the AddOns has no effect, the User can still delete the older version.

Pick a user that you know deleted one and use them in the analyzer.

I did. And this is the result.
I picked the user that can delete older resources after updating it with a newer version as you saw above.

I am sorry, I do not understand what you mean. I went to the URL, entered the Username of the User that is able to delete them and it shows what I showed you above. Am I missing something?

I have a group called "Moderator" with the same settings and these Users are not part of that group anyway, so it should not matter if I understand the settings correctly.

The permission applies to the resource item itself, not each file version uploaded to it. The only permission it checks there is if they can update their own resource.

Can I set that permission somewhere or where does it take the permission from that they can delete the older versions?

It's the permission "update/edit own resources". But if you disable that they wouldn't be able to edit it or upload new versions at all. There isn't a permission specifically to prevent users deleting a version while allowing them to upload them. It doesn't support what you're trying to do.
