I've noticed that even if the box is not checked:



The responsive design is still enabled in the admin cp.

Editing the core admin style properties isn't an expected or supported thing; the ACP style cannot be edited by end users. There aren't any plans to allow the responsive ACP to be disabled.

That said, I'd have to double check what actually happens here.
