I have a couple of related questions.

1. I want to set up a fanfiction section for a forum where members can post long form text with a word or character number limit. Can xenForo do that? Would it be native, a xenForo add-on, or a third party add-on?

2. I want to force the person posting said material to first agree to specific terms and conditions at the moment they are about to post. I assume that would be a pop-up with an "I agree" button at the bottom. Can xenForo do that?

Post character limit is an option setting in the ACP.

There is no built in pop up agreement at the point of posting.
That would require an add-on.
