XF 1.5 report center and moderation queue

Where exactly are these settings found? If they are in permissions what are they called? I can't seem to locate the settings even after privileges are set for moderating.

Those items are only available to moderators - i.e. those members who have been explicitly promoted to moderator - they are not available via permissions alone.

Yes I'm aware of how to make moderators and with the instructions followed the moderator report notice that should appear at the upper left does not appear with all moderator permissions set. So I thought maybe I was missing something, but where?
