Lack of interest Registration banners like Facebook

Since 99% of our visitors are not registered and Writing before registering does not help, wondering is it possible to implement registration banners similar to ones Facebook is using when visiting/scrolling page there.

Since Facebook is using them, they got to have good conversion.

Fixed notices are somewhat similar, but it still has to be designed and responsive.

On mobile devices banner is displayed at the top of Facebook pages, but when you scroll down it appears at the bottom, too.

On desktop when you scroll down large banner at the center appears.

I use a Fixed Notice and link to registration.

Are you using plain text?

Ideally it should look very similar to this (without red borders):





It's important to mimic its size and layout on different devices.
