Register / Mail not received?

It seems that this situation happens every day five to ten times ina customer's forum:

User A registered one month before, but never got any mail.
User A comes to the board today, and the forum knows that he is back, because i can see: last visit: today.

At this moment the user should see a message like:

Hey, you have registered at x.y.z, but you never click on the link in a mail we have sent to you.
You maybe need this mail again? Please check your mailbox, spambox ...

Do we have such a message?

The users now register again, the admin gets a message to moderate the new user.
Admin goes to acp and deletes the old user, admin moderate the new user.

This makes a lot of work every day.

Is there a message like written before?
Is there any idea how to solve this better?
(No! It is no good idea to let people get an email first and register after, because 90 from 100 users a day can register without any problem.)

There must be a better solution like the way written about here.

The customer's forum have set all these special things about mail to DNS.
