If a regular member is limited to 3 people for conversations and an upgraded member is limited to 6, how does that work if they are in the same conversation? Will the person that is limited to 3 only see three members or the 6?

The limit relates to the number of participants which can be added by that member.

so the person who is limited to 3 can invite 3 people to the chat and the person who is limited to 6 can inv 6 people? So in total, there will be a toal of 9?
