This issue is really well resolved in Style Properties.

This appears to be specific to IE8. IE7 will actually wrap the text, as will Chrome and FF.
It is related to ".Popup .PopupControl" being display: inline-block. This occurs in this specific location because of the popup menu attached to the title. As this is specific to a certain browser, applies to this location only, and only comes up in debug mode, I'm going to tag this as won't fix.
