I as an admin can see all the reports on the report center.

My question is... do moderators who have only moderator permissions to specific forums are still able to see the whole list of reports or they only see the reports related to the forums where they moderate?

Permissions are applied in the report center, so they will only see reports they can handle.

I have permissions set on a specific user group that they are a content moderator. They do not have permission to edit it delete only to stick unstick threads, move and merge threads. They can still see the report center listed at the top but when they click on it cannot view anything. If they do not have permissions why would they still see the report center?

The report page is available to all moderators. The individual reports are then checked for permissions, which varies significantly by forum or content type. It can't be known whether there are any reports that the user will or won't have permission for.
