XF 1.5 Question Regarding Permissions

When I analyze a certain user's permissions, it shows that user is allowed to view and start private conversations, yet when I test their permissions, it won't allow either starting or viewing private conversations. I'm confused as to why analysis shows yes, yet testing disallows access. Attached is the private conversation permission section of the applicable user group.

Is the member in more than one user group?
If so, use the permissions analyzer, rather than just checking a single user group.

Has the account been confirmed or is it in the awaiting confirmation state?

As I said above, I did use the permissions analyzer for that user. The user is in two groups. The group having restricted private conversation access has the highest Display Styling Priority. The account is confirmed and validated.
