XF 1.4 Question re Tools/ Monthly Stats / "Users Active"

Hi, I have a question about the manner in which "users active" is counted in the Xenforo stats report. I am seeing that about half of all registered users are active each month. Does this figure count those who have clicked "remain logged in" but may not actually be logging in during the month?

The weekly and monthly stats are sums of the daily stats. The users active stat is based on users that had activity on a particular day, so it will be summing the users active on each day with the monthly view (which would count the same users multiple times). You should mostly be using the numbers from that for relative comparisons (or dividing by the number of days in the month for an average).
