XF 1.4 Question about usergroup permissions

If all primary users are "Registered" then to have the correct Admin permissions you need to include all subsequent secondary usergroups with additional permissions?

Admin = (Registered + Trusted + Moderating + Admin)

If you skip a level the admin won't have the correct permissions?

Permissions are cumulative.

Permissions for the ACP options/functions are separate and apply to administrators only.

OK about the ACP but for the forum side the admin still needs these cumulative permissions?

An Administrator is a specific role which relates to the ACP.
It has no relevance on the front end.

If you wish members who are Administrators to have certain permissions on the forum, they must be granted like any other user.
That can be done at the user or user group level.

The cumulative permissions function applies to all members, regardless of their role.
