Purchase rates erroneous, taxes

Hello, I live in the Canary Islands and we do not pay taxes here.
When I try to buy XenForo tells me I have to pay 20% tax
How I can fix this please?

I imagine this would be a PayPal issue... but I see that the VAT is added on a XenForo page... so not so sure now.

VAT is added for all purchases from EU customers. Canary Islands is Spanish and Spain is a member of the EU. You don't buy in Canary Islands, you buy something from UK.

Canary Islands are outside of EU customs territory and the VAT area.
