Process of upgrading

We currently have a license under a different account, for members.copychief.com. We're currently using 1.5.10 and we want to upgrade to 1.5.21. What is the process to upgrade to the new version? Before we apply the update, we want to test if it will be safe for the current setup we have. We would like to set up a staging site. Is there a configuration file associated with the forum?
