XF 1.1 Problems with conversations

Ive just discovered my users can not start conversations. This doesnt apply to all of them, some can. I have no idea what the issue is. Ive tested permissions with one of my super moderators who has full conversation permissions and they cant start them. The button isnt even visible.

Anyone got any ideas as to what I can take a look at? This one is stumping me. Its not an overriding permissions issue. My forum is very basic and doesnt have a ton of usergroups.

I am guessing you have a "Never" permission set somewhere. Check the conversation permissions for all groups:

Admin CP -> Users -> List User Groups

Make sure there are no "Never" permissions. "Never" is overriding, even if you have "Allow" permissions elsewhere.
