You have to specify a link to a page on your website which details your privacy policy. A site where users can see what info you plan on collecting about them and how you want to use said info.
I am having a similar problem. I have set up my Facebook application and entered the App ID and Secret.
But, the "Test Provider" continues to deliver an error. Facebook doesn't seem to want to accept the URL of my site as https://newbonnevilleriders.com even though that is correct.

I think you have to specify the domain without the forums part. AFAIK the field is merely a whitelist to check whether API calls are initiated from one of the domains specified there.
