i know i am new but what are the rules so i can send a message to a member privately?

You may be able to tag them in your next post and then they can see it and respond. I don't think they allow pm's for new members until a certain amount of messages or you have to buy a license and associate your forum name to the license accout.

If you have the ability to tag, use the at sign @ before their username. @shaggy23

You need to associate your account by buying a license to do that.

Maybe they can message you first so you can reply? I'm not sure i've not experienced the direct message block.

The tag sends them a notification so they see the post. Then they can send you a private message, which you'll be able respond to.

I had issue with PM too earlier... it was odd.
