XF 2.1 Private Message box is almost full

I am having a problem with a new installation of XF2.1
I have a message showing
"Your Private Message box is almost full, please check it and delete old unwanted messages!"
I tried deleting messages myself but the message kept recurring. Other members have noted the problem.
I just did a new test registration and after logging in, I got the same message on the new registration!
What have I got wrong?

I have two sites, both running the same addons and the problem is only with the second site.
The addons are:
Classifieds 1.0.7
Showcase 3.1.2
Tapatalk 1.2.3
Weekly digest 3.0
XenForo Importers
and after the problem showed itself, I have add AddonFlare Paid Registrations 1.5.0

I was wondering if I had something set too low that limited available PMs for usergroups and after I imported all usergroups showed too many PMs, but I don't see where I should mess with it.

I'm curious because Xenforo does not have Private Messages (they are called conversations) and there is no limit by default as far as I know, hence I thought this must be an addon.

I agree, but here is an image of the screen immediately after a new registration with the username "registered".

It's a notice, I bet it was imported. You should be able to delete it under "Notices".
