Poll vote percentages

Because they're rounded individually.

For example, if you have seven people voting, each vote is worth 14.2857% of the vote. That rounds to 14%. But if you add up all the 14% votes (or a few 14s and a 57%, etc), you only get 98 or 99% for the total.
 
It can be summarised as

"So instead of calculating the ratings as...

Number of votes for option / Number of votes in the poll.

It calculates as...

Number of votes for option / Number of participants in the poll."
