As designed Plain tag is not respected when clicked on "Reply"

It's respected but we don't attempt to "render" that tag in the rich text editor (we never have).
It's basically the same as XF 2.1:
Only difference is we are now rendering the outer (quote) bit so it's a bit more noticeable.
But it's behaving as expected and then at render time it displays correctly.
