XF 2.1 Picture icon does not work for some users when they post

Some users are complaining that the picture icon presents a flyout and when they input the image URL and click insert it does nothing.
I can't replicate the behavior with my admin account so I thought it might be a usergroup thing, but these same users can insert images manually with bb code. How can we get the flyout thing to work for them?

This is a known bug which has been fixed for the next release.
