Phrase & Template mapping

I'm planing an add-on which creates, edits(manipulates) and deletes templates.
I'd like to insert the new parts automatic in existing templates. (no it's not TMS )

What does the mapping mean and for what is it?
Do i need the "mapping" stuff for this?

It resolves "full" sets of template/phrase lists for each style/language, so that compilation knows where to pull from. It must be kept correct, though if you use provided methods, it should be maintained for you.
