Permission for custom fields in RM

This is something that I have waited to suggest until custom fields are built into XF. Now it's the time.

Unlike XF where a lot of resources are submitted by members, the majority of the sites out there, the admin will add the resources themselves but often want members to contribute to certain part of the resources.

Now that we can add a custom field and assign it as a tab, we can create a FAQ tab and allow certain members to maintain and update the info in that tab only.

A specific example: I'd like to be able to allow company representatives to contribute to the FAQ tab of resources about their product.

I'd like to add also that all edits should have an option to be moderated.

I will need the same for companies to edit certain custom fields for updates to the content. Currently, I will not be able to assign the resource to them incase of later fits since there is no option to moderate edits & revert to original.
