Permission: Can receive activity summary email

In some cases it might make sense to not allow certain usergroups to receive activity summary emails.
In our case, I would like to have this disabled for admins and moderators; of course I could perform a mass operation or educate them to disable the feature - but simply not having this feautre avialable for them seems easier.

I therefore suggest to add a new usergroup permission to control which usergroups can use this feature.

Yes, we have sin-bin / bad members to whom we do not want to send email. I think this is important.

I can't enable this feature until I can choose which user groups to send it to. Why isn't it in user group permissions?
