This has been happening the entire time I've started taking payments on 2.3+.
For some reason all donations/payments are registering multiple times on the site and logs, but only showing once on Paypal itself.
So fortunately customers are only being billed once, but it still shows on the frontend that there are more donations than actually received.
I am using the built in Paypal payment profile.
