XF 1.5 PayPal Issue

i have paypal issue a month ago
before that everything was ok
i check ipns is enabled and my account is business and it was work before this issue
when someone want to upgrade account with paypal got nothing like this video

I don't know if it's related, but my forum stopped processing PayPal payments on April 24. I now have to manually setup all new paid accounts.
