XF 2.2 Cancelled recurring PayPal subscription trying to renew anyway - To confirm, it's a PayPal issue, isn't it?

We've switched PayPal accounts on a site and, as part of that, all recurring subscriptions under the old account were cancelled. The cancellation shows in the XF logs but now on the renewal date of the subscriptions we're getting transaction failures recorded in XF that the recurring payment failed.

I believe it's a PayPal issue with XF just receiving the IPN transaction and logging it but would like to be positive of that before reaching out to PayPal.

To recap...
  • The XF site was up & running with recurring subscriptions using a personal PayPal account.
  • New XF subscriptions were temporarily stopped.
  • In PayPal all active recurring subscriptions were cancelled.
  • The PayPal tools shows the cancellation statuses.
  • In the XF Payment Provider logs we see the subscr_cancel transaction with an OK, no action status.
  • XF settings were updated to the new PayPal account and opened back up.
  • New XF subscriptions are hitting the new PayPal account.
  • Now as we're starting to hit the renewal dates of some of the cancelled recurring subscriptions we're seeing subscr_eot PayPal transactions in the XF Payment Provider log with a status Error: Invalid business or receiver_email. which makes perfect sense because looking at the log details it shows the old personal PayPal account.
It's as if PayPal said, yeah, we cancelled that recurring subscription and we sent a notice to XF and XF says, yeah, we got that notice and recorded it but now PayPal is just ignoring all that and is trying to process the renewal payment anyway with the old account.

(Yes, when that site is updated to XF 2.3, a switch to Stripe is on the list of things to explore.)
