XF 1.4 Paypal error on user upgrade attempt.

The final stage before go-live. Testing the user upgrade give this error & no money is taken. It is a premium account & has been used for (non-XF) forum subscriptions before (now dead/cancelled).
The account email used is the primary. IPN is enabled & the notification URL is correct.

Set-up seens quite straight-forward so not sure what I'm missing. Any ideas please?

It sounds like a temporary PayPal glitch rather than anything you could control.
