I'm considering using XF to create discussion forums for a national club which requires members to pay annual dues. How easy is it for XF to integrate with a separate MySQL DB to verify a user's membership has not expired prior to allowing them to log in?

Fairly easy. You would need an add-on for this, it's not possible out of the box, but the development of such an add-on is not complex.

Or you can (if the outside DB is not required) use XF itself to enable this using the subscription system.
