XF 1.5 Order of permissions, signature limit

Hey guys,

I'm administrating a friend's grown forum with about 100 different user groups.
We discovered a problem with the signature limits and I tried to understand the mechanisms, but failed for now.

How does XenForo 1.5 calculate, which permission to use when calculating the signature limit?
Some of our groups allow three to four lines, some are unlimited, some set the limit to 0.
If one group has a limit of 0 lines, it seems to overwrite every other setting.
It seems to be the same for unlimited lines.

Is this correct? Or does the latest added group set the limit for a user? There are some cases that look like that...

I have to reduce the number of user groups, but thats a long term task and I want to solve the problem now, because many users are asking for it...

With regards to integer values in permissions, the highest value of all user groups the member is in applies.
