XF 1.4 Option or add-on to deny PM with special criteria?

Is there any option to deny private messages with special criteria like a minimum number of messages before send private messages?

You can do that with a standard user group promotion.

Remove the permission for the Registered group, allow it for the promoted group.

Thanks but what about the presentation?
I can't force a member to post on a special topic before posting elsewhere...

My forum is visible for guests so new members have to see all posts but to post on topics a part the presentation topic, they will need to post in the presentation topic.

Is this possible cause I saw a few days ago an add-on to do that but I did not find this one anymore...

What do you mean by "presentation topic"? Do you mean you want new users to make a post in a specific thread? Or do you want new users to post a thread in a specific forum?
