If a resource requires moderator approval before being posted publicly, only create its associated thread upon approval.
This is to prevent the thread from unnecessarily showing in the approval queue, as I can't think of many cases where this would be required. Right now we have a situation where when someone posts a new resource update, they can have three items in the approval queue all for one single update.
