Lack of interest Notices when site is not active

when I closed my site to do the 1.1.2 upgrade I noticed that the notices were still active. I visted the site in a different browser & was NOT logged into any account. there was a new one telling people the site was closed, a 2nd one telling EVERYONE that an upgrade was required w/ a link to the upgrade, and several of the regular notices.

first, the upgrade one should only be displayed to the admins.

Second, all the regular notices should be off so people don't miss the closed notice. OR just give me another criteria that lets me select, do not display if board is not active.

I always turn of the notices system while performing upgrades then turn them back on after the upgrade is done! But a option like this would be handy.
