XF 2.1 Notice not appearing with more than one criteria checked

If I create a notice and check more than once criteria, it doesn't appear, even though it appears with only one criteria checked.

Which criteria, specifically?

User is a guest, and user is logged in. It will appear if one or the other is checked, but not both.

Well that is to be expected.

A visitor to the site can't be both a guest and logged in.
