The option for media items canSetAsAvatar() is in the template, but i couldn't find the permission for that. Am i wrong or isn't there a permission yet?

There are no additional permissions for it, though clearly there are other conditions that would prevent you from being able to upload an avatar. Namely, you can only set your avatar from an image, you can only set your avatar if you are a registered user who is logged in and most importantly, you can only set your avatar if your account has permission to set an avatar (the default permission that controls avatars).

What should i do if i don't want that someone use an image as avatar? How can i disable this option?
It should be more differently than just the avatar permissions.

That would require an add-on or custom development.

Of course whether that functionality was there or not, it wouldn't stop someone from downloading the image, and then uploading it as their avatar.
