XF 1.3 No Avatar on Personal Details

My users are not seeing the Avatar with the 'click to change avatar' or Status Message on the personal details page (working fine for admins). In permissions I have it set that they can have avatars, so what am I missing that needs to be changed?

Use the permissions analyser on an affected user to determine whether they can upload an avatar.

It says 'upload avatar' yes. But both the status message and avatar are 'hidden' from the user (group).

Does it work with all add-ons disabled and in a default style?

Is that avatar size section bytes or kbs?
