XF 2.1 NO allowed attachment extensions and 2048kb attachment limit does not stop 46mb attachment upload

The question is in the title. We're on XenForo 2.1.6.

We do not allow any attachment file extensions and the attachment limit is set to 2048kb, and yet a user has some how uplaoded a 46mb mp4 file:



What am I doing wrong? How can I prevent this from happening? We want to have a set up where users can only embed media (video, images, music).
