New User Moderation

Is it difficult to configure the new and/or registered users groups so that it's very easy to register and send the first few posts from those users into moderation?

I want to make it very easy to create accounts and ask questions.

I prefer (it's not required) that it appears to new users that their questions posted so that they don't get confused and double post.

Very simple to do with permissions and user group promotions.

I do it on my own site.

Is it Users -> User Group Permissions -> Moderating -> Forum Permissions -> then switch Post new thread and post new replies to allow?
